		<description>How tragic and yet, how predictable, that we--through our surrogates in various government departments--would let our fear and our outrage steamroll us into war w/o any thought for the likely consequences.  &lt;br/&gt;I suspect this has something to do w/ evolutionary forces that nudged the creation of a supersensitive hypothalamic-pituitary-adrenal axis in times when our village was scared by the advanced throwing sticks of the neighbors.  Now that our &quot;throwing sticks&quot; routinely devastate cities, watersheds, civilians and armed service personnel, we certainly need a longer, more detailed and much more thoughtful list of things that must be true and/or in place before we go to war.  No matter how scared we are.  No matter how infuriated at the nerve of &quot;those&quot; people. No matter the profit to be made. The problem of PTSD--civilian and military-= would certainly be near the top of any thoughtful list.&lt;br/&gt;Now, since we didn&#039;t make the list beforehand, we certainly need to fund the treatment of those afflicted by our negligence.  Perhaps the more we fund treatment and suffer the loss of other ways to use the money, the more likely we will be to do better next time.  Hekate</description>
